Tierra vacante en ciudades latinoamericanas

Edited by Nora Clichevsky

March 2001, Spanish

Vacant urban land is the product of many combined factors, including the functioning of land markets, the actions of private agents, and the policies of public agents, and it constitutes an important challenge for the government and policy makers of Latin America. Vacant lots located on the urban fringe and in central and interstitial areas have been a determining factor in the growth patterns of cities in the region. Tierra vacante en ciudades latinoamericanas (Vacant Land in Latin American Cities), written in Spanish, identifies the many problems related to vacant urban land, as well as the opportunities it presents.

Using Assisted Negotiation to Settle Land Use Disputes

A Guidebook for Public Officials

Lawrence Susskind, Ole Amundsen, and Masahiro Matsuura

July 1999, English

As land use issues become more complex, it is difficult for public officials to balance the contending forces of environmental protection, economic development, and local autonomy. This guidebook, developed by the Consensus Building Institute, offers step-by-step advice on assisted negotiation based on a study of 100 local land use disputes. It answers questions about why and how to use assisted negotiation, the risks and preparations involved, and issues in hiring a professional mediator or facilitator. It outlines common obstacles, suggests strategies to overcome them, and uses case studies to illustrate steps in the negotiation process.
