Exploratory Scenario Planning in Legacy Cities

This toolkit was produced in partnership with the Lincoln Institute of Land Policy, the  Consortium for Scenario Planning, and the Greater Ohio Policy Center (GOPC). GOPC’s goal with this toolkit is to enhance the work contained in the LegacySP Toolkit by providing observations and suggestions, based on our participation in three formal scenario planning processes. We want to enrich, not supplant, the processes in the LegacySP Toolkit. Another goal is to give practical advice and guidance on implementing exploratory scenario planning (XSP), especially in a legacy city context.

While this toolkit discusses the application of XSP by city planners on a city-wide issue, the observations and recommendations can be used by others, including nonprofits and for-profits.
