The Faria Lima urban operation is undoubtedly the most successful and famous public-private partnership in Latin America including the sale of building rights. This large-scale, innovative project began in 1995. This report, written in 1999 in Portuguese, captures impressions from the beginning of the project’s implementation on the operation, construction, investments, the value capture mechanism used (CEPACs), and legal aspects.
