Anna Singer

Anna is the policy analyst for land and water program implementation at the Babbitt Center for Land and Water Policy, a center of the Lincoln Institute of Land Policy. In this role, Anna works to address the sustainability of water and land resources, helping communities implement meaningful policies and practical solutions that recognize their connections. She works closely with the Land and Water impact area to evaluate resilient futures for water, food, and agriculture through scenario planning and adaptive management approaches; building cross-disciplinary partnerships and networks; and advancing innovative approaches to effectively address smart land and water integration in planning, decisionmaking, and land and water management.

Prior to joining the Lincoln Institute, she was a researcher at the Brookings Institution, where she led research on state and federal infrastructure funding mechanisms, climate financing, and drinking water affordability. Anna holds a Bachelor of Arts in Public Policy and in Environment Studies from the University of Delaware, and a Master of Public Policy from the University of Southern California with a Sustainability Policy and Planning certificate, which inspired her career focus on creating equitable solutions for water infrastructure and land use challenges.
