Richard W. England
Richard England has coedited and co-written books with Lincoln Institute support on land value taxation and on use-value assessment of rural land. He has presented to local tax assessors, academic economists, state legislators and tax judges, and other groups on these topics. He has also published papers on the connection between California's economic development and the political economy of Henry George, and on the impact of the property tax on the capital intensity of new residential construction. He recently completed a new Lincoln-supported research project on the incidence of a shift from property taxation to land value taxation in the rental housing market.
