Miami launched an ambitious rezoning initiative that entails a holistic approach to land use and urban planning, based on New Urbanist and Smart Growth principles. Miami 21 provides a clear vision for the city, supported by specific guidelines and regulations so that future generations will reap the benefits of well-balanced neighborhoods and rich quality of life. Ana Gelabert, planning director from 1998 to 2010, tells the story of Miami 21 from inception to passage, key components of the code such as the Public Benefits Trust Fund, transfer of development rights, and additional zoning categories that were created to promote economic development, and discusses the challenges of implementation.
