Shenmin Liu was a research analyst with the land and water conservation program and China program at the Lincoln Institute of Land Policy. She supported the Institute’s efforts in promoting land conservation in Asia and assisting the China program with the project of designing a property taxation system for the municipality of Beijing. She researched China’s intergovernmental relations and municipal fiscal status. She holds a master’s degree in public policy from the University of Chicago, and a bachelor’s degree in finance from Renmin University of China.
