      This case study reviews the efforts of transportation planning agencies in San Francisco County, California, to use exploratory scenario planning (XSP) in a new multiagency partnership known as ConnectSF. ConnectSF used XSP to guide a hybrid long-range planning process that began with XSP workshops and was followed by a consensus-building visioning process.
