Xinrui Shi leads the Program on Comparative Law and Property Rights (CLPR) at the Lincoln Institute of Land Policy. The CLPR’s agenda is foundational, cross-cutting, contextual, and issue driven—grounded in the understanding that property rights and legal systems are central to socioeconomic structures and land policy. Before launching the CLPR program, Xinrui served as chief of staff to the president and CEO of the Lincoln Institute and was a research fellow at the Peking University–Lincoln Institute Center for Land Policy and Urban Development. Her research focuses on real estate finance and comparative urban planning laws and policies in the US and China. Her recent publications examine housing finance, land use, and property tax legislation in China. She has authored policy briefs and working papers for major government think tanks and agencies, including the Development Research Center of the State Council (DRC) and the Ministry of Natural Resources of the PRC. She also coauthored an International Monetary Fund (IMF) working paper on China’s housing market. Xinrui has presented her research and given lectures on urban and housing finance policy at research institutions internationally. She holds a BA from the University of Wisconsin–La Crosse and a JD from Emory University. She is a licensed attorney in the state of New York.
