Luis Quintanilla is a program analyst at the Lincoln Institute of Land Policy, where he leads the Institute’s municipal fiscal health program and manages multiple research and capacity-building initiatives on public finance and land-based financing globally. He has taught infrastructure planning and finance in the U.S., and at the International Center for Land Policy Studies and Training in Taiwan. Luis has also been a consultant for the World Bank on land value capture implementation in Colombia. Before joining the Lincoln Institute, he gained 10 years of experience in program management and consulting in the private sector in Mexico. Luis holds a BS in Industrial and Systems Engineering from Monterrey Institute of Technology and Higher Education (ITESM) in Mexico, a Master of Business Administration from ITESM, and a Master of City Planning from Boston University
