Strategic Foresight to Minimize the Impact of Disasters and Increase

In May 2024, the Lincoln Institute of Land Policy and the Consortium for Scenario Planning ran an exploratory scenario planning (XSP) workshop with Chile’s Ministry of Housing and Urbanism to produce recovery strategies following the February 2024 fires in the Valparaiso region. This toolkit provides urban planning and risk management professionals with an innovative approach and a step-by-step guide to XSP. It will address the modification and adjustments to public policies that, through the creation and visualization of scenarios, incorporate uncertainty as an important variable when those policies are eventually modified.
