From Status Quo to Sustainability

A Case Study in Collaborative Scenario Planning in Flagstaff, Arizona

This case study examines the collaborative efforts of the City of Flagstaff and Coconino County, Arizona, from early 2023 through late 2025 to develop the Flagstaff Regional Land Use Plan 2045.  

The project utilized gamified scenario planning and community-based organization (CBO) partnerships to engage a broad and diverse range of community members in the planning process. Employing map- based simulations and tools to align participants’ values, the process built public consensus for compact, resilient infill development designed to meet urgent calls for climate action and carbon neutrality while addressing the region’s severe housing affordability crisis.
