Innovations in Manufactured and Modular Housing (I’m HOME) developed the Manufactured Housing Industry Benchmark to track and assess how well the industry as a whole is advancing our vision that all manufactured housing is durable, energy efficient, healthy and safe. Overall, our report on industry activity in 2024 shows some signs of progress.

Placement methods and foundation systems continue to be cross-cutting concerns that affect durability, influence decisions about titling homes as real estate, and limit homebuyers’ access to better quality mortgage financing.

Looking ahead, we will continue to track ESNHM and ZERH program participation and opportunities to include manufactured housing in private sector quality/durability certifications such as the Fortified® program for roofs developed by the Insurance Institute for Business and Homes Safety (IBHS). We will monitor the placement of homes in non-production states to understand the factors that result in fewer placements in those locations. And we will develop a better understanding of how state-regulated home titling practices influence consumer and industry behavior regarding certifications and foundation systems.
