The I’m HOME Network envisions that all manufactured homes are built to high quality standards that offer purchasers durable, energy efficient, healthy, and safe homes that are sustainable and affordable for the long term. To assess industry progress toward achieving this vision, we evaluated three focus areas that capture home output and the regulatory and finance programs that influence manufacturer and consumer choices.
In the Production, Placements and Certifications focus area, we found that total manufactured home production, while lower than historical levels, is holding steady, mirroring trends in the site-built sector. Data also shows strong and growing interest among manufacturers for ENERGY STAR® the new Zero Energy Ready Home® certification offered by the US Department of Energy.
In the Programs, Regulation and Policy focus area, we identified the primary regulatory and programmatic touchpoints at three federal agencies: the Department Housing and Urban Development (HUD), Environmental Protection Agency (EPA), and Department of Energy (DOE) and assessed opportunities to strengthen policies and programs to accelerate progress toward the vision.
Finally, in the Financing Programs focus area, we described the home purchase and refinancing programs available for higher-quality and energy efficient homes offered by the Federal Housing Administration, Fannie Mae, and Freddie Mac, noting that these programs are currently only available to mortgage-eligible homes.
