Zachary Sugg

Zachary Sugg is associate director for research with the Lincoln Institute’s research and cross-cutting initiatives impact area. In this role, he leads collaborative research initiatives and develops publications and tools to advance evidence-based land policy. Zach brings over 20 years of experience in water resource research and policy, with regional expertise in the western US. Before joining the research and cross-cutting initiatives team, he worked at the Lincoln Institute’s Babbitt Center for Land and Water Policy. Prior to working at the Lincoln Institute, Zach was a Martin Daniel Gould Fellow at Stanford Law School, a visiting assistant professor in the Southwest Studies Program at Colorado College, and a graduate research assistant at the Udall Center for Studies in Public Policy and USDA-ARS Southwest Watershed Research Center. He began his career at the World Resources Institute. His varied publications include peer-reviewed journal articles, book chapters, policy briefs, digital and printed maps, and periodicals. Zach obtained a master’s and a PhD in geography from the University of Arizona, as well as a graduate certificate in water policy. He has a BS in geography with honors from Texas A&M University.
