Solomon Greene

Solomon Greene is a nationally recognized researcher, scholar, and executive whose career has spanned housing policy, land use law, urban innovation, and evidence-based policymaking for research institutions, philanthropy, and government. He currently serves as executive director of Land and Communities at the Lincoln Institute of Land Policy, where he leads the institute’s work on affordable housing, climate resilience in cities, and inclusive economic development. At Lincoln, he directs research, develops data tools, builds practitioner networks, and supports local leaders across the United States and internationally to expand access to safe, stable, and affordable housing and build more inclusive and resilient communities.
Prior to joining the Lincoln Institute, Greene was appointed by President Biden to lead the Office of Policy Development and Research (PD&R) at the US Department of Housing and Urban Development—the department’s principal research and data arm. He managed a team of more than 200 economists, data scientists, and policy experts, and was responsible for an annual budget of over $180 million; in addition, he oversaw research and data programs on housing supply, affordability, fair housing, climate resilience, and emerging technologies, and served as HUD’s lead policy expert on housing supply and building innovation.
Earlier in his career, Greene was a senior fellow at the Urban Institute, where he led research on inclusive growth, housing policy, land use regulations, and applications of data and technology to improve urban governance. He has also served as a senior program officer at the Open Society Foundations, a senior adviser at HUD, and an adjunct professor at NYU Wagner Graduate School of Public Service.
Greene has published extensively on housing policy, land use, and urban development, including peer-reviewed reports, law review articles, and book chapters, as well as research briefs, data tools, and editorials. His work has been widely cited by scholars, policymakers, and practitioners, and quoted in leading national and international media. He serves on the National Housing Crisis Task Force and the board of directors of the National Housing Law Project, and holds a BA from Stanford University, an MCP from the University of California, Berkeley, and a JD from Yale Law School.
