This report contrasts two New England manufactured home replacement programs: Better Homes AHEAD, a now-defunct replacement program run by a nonprofit in New Hampshire, and the Maine Mobile Home Replacement Program, run by the state’s housing finance agency, MaineHousing. Replacing substandard manufactured homes with new, high-quality, energy-efficient homes can radically improve residents’ quality of life. Residents most in need of such a replacement are typically low-income, resource constrained households that would benefit from programs that assist with financing and project coordination. Successful replacement programs require a high level of coordination, adequate subsidies, and substantial internal capacity. MaineHousing’s replacement program demonstrates that state-subsidized programs may be best positioned to meet these needs.
