The “Casa de las Rosas” is an eclectic French style mansión, built in 1935 and located on Paulista Avenue in São Paulo, that survived several waves of verticalization and the real estate boom of the 1970s. This architectural landmark was the subject of the first public-private negotiation resulting in the building’s preservation. This Portuguese-language report, written in 1999, presents the case, which is key to understanding the historical evolution of the instrument that was eventually included in the 2001 Statute of the City under the name of Transfer of Building Rights.
