I’m HOME Manufactured Housing Legal Factsheet – California

As the largest source of unsubsidized affordable housing in America, manufactured housing must be preserved and protected. To advance this mission, the I’m HOME Network is publishing state-level snapshots that capture the role of manufactured housing in the affordable housing market, and the legislative and programmatic support for manufactured housing residents.

Legal factsheets examine the statutes and regulations governing manufactured housing in each state, rating the strength of protections available to homeowners across three areas: the rights of residents living in manufactured home communities, zoning treatment of manufactured homes on fee-simple lots and in communities, and titling laws that determine whether homeowners can convert their homes to real property and access mainstream mortgage financing.
