Implement Inclusive Economic Development

Expand economic opportunity and access to capital for low- and middle-income residents
If they are to prosper in the long term, legacy cities must consider how to expand opportunity for all residents. The transitions occurring in legacy cities have a substantial impact on low-income populations, particularly workers with little advanced education or training. Communities must carefully consider how revitalization activities will impact low-income residents and take steps to ensure the equitable distribution of benefits and burdens.

The Community Engagement Toolkit helps guide such efforts, with a particular focus on equity and inclusion. So that readers will consider external and internal factors in their engagement efforts, the toolkit asks practitioners to answer a series of questions while they are designing their engagement strategies.

Livable Communities Toolkit

The AARP Livable Communities initiative provides a collection of reports and how-to guides that address several livability issues, including aging in place, walkability and pedestrian safety, and inclusive transportation and public realm design.

National Equity Atlas

Produced by PolicyLink and the USC Program for Environmental and Regional Equity, the National Equity Atlas provides equity indicators, with data broken down by race and ethnicity. These include demographic data, measures of economic vitality and workforce readiness, and estimates of the impact of reducing inequitable outcomes.

Produced by the Welcoming Economies (WE) Global Network and tailored to conditions in legacy cities, this online toolkit includes sample policies, strategies, and programs to unlock the potential of and opportunities for refugees, immigrants, and American-born community members.
