Distressed and middle neighborhoods pervade in nearly every legacy city, and it is essential to prevent further decline in these areas. In the smaller number of neighborhoods where real estate prices are high or rising—or where gentrification is likely in the near future—cities should act to preserve affordability as early as possible.
