Strong, vibrant downtowns are critical assets for the entire regional economy. Many small and midsize legacy cities have historic downtowns as well as industrial districts, neighborhoods, and commercial corridors. Because the fates of central cities and their regions are so closely intertwined, regional revitalization efforts should focus on downtown redevelopment and the strengthening of central city neighborhoods.

The Greater Ohio Policy Center and German Marshall Fund of the United States created a guidebook that provides practitioners with practical knowledge on how to analyze markets, leverage legal tools to reclaim commercial properties, and find funding sources to overcome financial gaps.
