Trust Requirements Lands are held in trust pursuant to the state constitution that establishes a permanent state school fund derived from the proceeds of trust land sales and revenues from nonrenewable resources. Lands are managed by the School and Institutional Trust Lands Administration (SITLA) board of trustees, consisting of seven members appointed by the governor with the consent of the Senate, and led by a director who is appointed by a majority vote of the board.
