Trust Requirements Lands are held in trust pursuant to the state enabling act and state constitution. The Commissioners of Land Office is responsible for administering the school land trust funds. The CLO is comprised of five Commissioners: the governor, lt. governor, state auditor and inspector, superintendent of public instruction, and president of the board of agriculture. The chief administrative officer is the Secretary to the Commissioners of the Land Office.
