Trust Requirements Lands are held in trust pursuant to the state enabling act and state constitution. Lands are managed by the California State Lands Commission under the direction of two elected officials, the Lieutenant Governor and State Controller, and the Director of Finance who is appointed and serves at the pleasure of the governor.
