Prepared in partnership with the Lincoln Institute of Land Policy and the City of Tucson, this report was created to guide the planning of the Houghton Area Master Plan – a more than 10,000-acre land area to the southeast of Tucson, Arizona. The findings can inform land-use planning in cities throughout the West with the goal of improving their long-range economic vitality and livability.
