Houghton Area Master Plan (HAMP)

The City of Tucson is surrounded by mountain vistas and ecologically diverse and beautiful Sonoran Desert. Like many western cities, Tucson is experiencing significant growth as more and more people make their home there. With most of this growth occurring at its urban edge, a large section of undeveloped land adjacent to developed areas on the southeastern border of the city is projected to become the focus of future growth and development. The City of Tucson's Department of Urban Planning and Design decided to take advantage of the opportunity to develop a balanced, thoughtful and progressive plan for this large, undeveloped area, known as the Houghton Road Area, to meet the needs of Tucson's growing population.

The Houghton Area Master Plan (HAMP), covering 10,000 acres including 7,800 acres of state trust land, is a critical piece of the city's growth management strategy. Completed in 2005, the HAMP was unanimously adopted by the Tucson Mayor and City Council. In order to achieve the development goals put forward in the HAMP, the city has encouraged the Arizona State Land Department to use the plan as a guide as it begins to sell land in the area for development.
