Abstract

This final report presents 11 case studies of master-planned communities in five states in the West and Southwest, as well as market data, planning objectives and progress to date. The report examines these case studies from both private and public sector perspectives to glean lessons that can foster smarter growth and development patterns at the edge of growing metro areas.

The study was undertaken as part of a joint venture project between the Lincoln Institute and the Sonoran Institute with the City of Tucson to review and analyze the best characteristics of such communities. This information will be used to provide planning assistance for the preparation of the Houghton Area Master Plan (HAMP), a subarea plan for one of the largest areas of undeveloped land remaining in the City of Tucson, much of which is owned and controlled by the Arizona State Land Department. Revenues from the sale or lease of these lands provide funding in support of Arizona's Classroom Site Fund.
