Abstract

The property tax has been the primary source of revenue for local governments since the beginning of the republic. Conventional wisdom holds that the property tax is essential to local autonomy because there are no viable alternatives to raising revenue. Yet the property tax in the United States has been under siege for decades. This book examines the issues and consequences of a declining property tax base with respect to local government autonomy. Some of the nation's leading scholars provide their views on how the property tax effects intergovernmental relations, local autonomy, and education finance.
