Abstract

"Does Planning Matter?" is the title of a long-term project with the objective of answering the title question. In this paper focusing on transportation planning, we describe and exercise an information system which we developed to provide new insights into ubran development processes. The system is characterized by a high degree of spatial and temporal resolution and the ability to observe the urban redeveloment process over time. As a result, the information system enables us to observe and examine the spatial and dynamic relationships between plans for a light rail system in metropolitan Portland, Oregon, and real estate sales, land values, building permits and development sequence. Preliminary results cannot confirm that light rail planning matters, but suggest that further development of the information system can provide new pertinent insights into the question.
