The purpose of this course is to analyze the inter-relationships among land policy instruments, urban law, and climate change, based on recent Latin American experiences.
Discussion of environmental issues will include their two-way relationship with urban management. The course also reviews recent efforts to use tax and urban development instruments to finance mitigation and adaptation measures related to climate change.
Prerequisite(s): understanding of the functioning of land markets and the legal basis of land management policies.
