Join Susan Daggett, Executive Director of the Rocky Mountain Land Use Institute, and Jan Laitos, the John A. Carver, Jr. Chair at the University of Denver Sturm College of Law, for the Second Annual Carver Colloquium. The 2013 Carver Colloquium will feature a debate between Professor Robert Freilich, considered to be one of the nation’s leading experts on planning, development, zoning and land use, and Dan Domenico, the Colorado Solicitor General. The Colloquium will focus on the challenges facing local governments regarding oil and gas drilling and production in their communities, [in light of the traditionally dominant regulatory role played by state authorities, such as the Colorado Oil and Gas Commission. Presented in partnership with the Lincoln Institute of Land Policy.

Dan Domenico
Attorney General Suthers appointed Dan Domenico as Solicitor General of Colorado in April 2006. Before joining the Office of the Attorney General, Domenico was special assistant to the solicitor of the United States Department of the Interior. In that role, he advised the Secretary and senior management of the Department on a wide range of matters relating to National Parks, federal land, water resources, energy production and other issues important to Coloradans and citizens of the American West. Prior to his work at the Interior Department, Domenico practiced for several years in the Denver and Boulder offices of the national law firm Hogan & Hartson.
Robert Freilich
Dr. Robert H. Freilich is Principal in the national land use law firm of Freilich & Popowitz. He specializes in the financing of green and renewable energy systems. He has developed and implemented smart growth systems and financing of infrastructure and sustainability for 250 cities and counties, including 25 in the Rocky Mountain region. He has authored: Cases and Materials on Land Use; From Sprawl to Sustainable Growth: Smart Growth, New Urbanism, Green Development & Renewable Energy; and 21st Century Land Development Code. He is the National Editor of the ABA’s Urban Lawyer and has received his B.A. from the University of Chicago, his J.D. from Yale and M.I.A., LL.M. and J.S.D. from Columbia
