The economic downturned has turned Florida from a state ambivalent about giving companies money to move here into one that is marketing itself with a growing package of economic development incentives. "Definitely, at the state level, they're discovering it," Lynn Pitts, director of Florida Power & Light's new Office of Economic Development, said of the relatively new commitment to attracting jobs. FPL won approval a year ago to give 20 percent and 25 percent discounts to expanding and relocating businesses during their first year. The discount drops by 5 percentage points each year thereafter until it reaches zero.
