Moving forward in Latin America

In terms of progress being made across the planet, Latin America is one region that can be commended from a certain perspective for its efforts to broadly excel the scope of base of the pyramid housing provision – debatably more so than other parts of the world with acute slum problems such as Sub-Saharan Africa and South East Asia.  Nevertheless, there is no reason to get too excited when looking at the real time consequences of much of the policy making and initiatives that have emerged in recent years – particularly when considering that the significant majority of the continent still remains in sub-standard living conditions.  I was very pleased to be able to speak to Martim Smolka who – as senior researcher and director of the Latin American and Caribbean programme at the Lincoln Institute of Land Policy (with specialist knowledge in urban policy, access to land, real estate market structures and tax systems) – kindly shared some of his current thoughts.
