Description
The State of Parana, Brazil, has excelled in the implementation of the Betterment Levy (Contribuição de Melhoria). Paraná municipalities commit to build public works on condition of recovering the investment. The objective of this study is to analyze the methods, the implementation processes, and the results of the betterment levy for the municipalities of the State during the last decade. The study will use indicators to compare the revenue generated by the levy in relation with other sources of municipal revenue. It is expected that the results will be transferable to other Brazilian municipalities and, through comparative studies, to other Latin American countries.

El Estado de Paraná, Brasil, ha sido muy exitoso en la aplicación de Contribución de Mejoras. Las municipalidades en Paraná se comprometen a construir obras públicas bajo la condición de recuperar la inversión. El objetivo de este estudio es analizar los métodos, procesos de implementación, y los resultados de la aplicación de Contribución de Mejoras para las municipalidades del Estado durante la última década. Este estudio usará indicadores para comparar los ingresos generados por este tributo en relación a otras fuentes de ingreso de las municipalidades. Se espera que los resultados sean transferibles a otras municipalidades brasileñas y, a través de estudios comparativos, a otros países de América Latina.
