JOINT VENTURE partnerships
Regional Plan Association (RPA), New York City

Building on the lessons learned in earlier investigations in
the Bridgeport and Hartford metropolitan areas in Connecticut,
RPA staff will continue to research advances in
modeling and apply these to case studies in these and other
areas in the Northeast to identify the local, regional, and
state opportunities to limit carbon emissions through land
use planning and transportation investment. Acknowledging
the new national initiatives coming out of DOT,
HUD, and the Congress on this front, this year’s efforts
will focus on how the federal government and regional
and local government entities in the tri-state region can coordinate
policies and actions to best achieve lower carbon
intensity communities. Progress will be tested with government
leaders and peers through participatory exercises. The
research will also be used to enhance the Northeast Mayors
Institute on Climate Change with a proposal for funding
pending with the Rockefeller Brothers Fund.
