Regional Plan Association (RPA), New York City

High-speed rail networks are the enablers of mobility and
economic development in European and Asian megaregions.
We believe that the benefits of these systems have
been achieved in part through their integration with broad
local, regional, and national economic development, land use, and mobility strategies. This larger context for the emerging U.S. HSR network has yet to be manifested. This program investigates how European and Asian precedents could inform U.S. efforts to meet mobility, economic development, land use, climate, and energy goals.
