Researchers
Raquel Rolnik is an architect, holds a masters degree in Architecture and Urbanism from the University of São Paulo and a PhD in Urban Planning from the New York University. She is a professor and researcher at the Architecture and Urbanism School of the University of São Paulo. Aurílio Sergio Costa Caiado is an architect, holds a masters degree in Public Administration and Urban Planning from the Fundação Getúlio Vargas, and is a Professor at the University of Sorocaba. Paulo Henrique Ribeiro Sandroni is an economist, holds a masters degree in Economics from the Catholic University of São Paulo, and consults on the economics of human resources and labor markets and public policy. Danielle Cavalcanti Klintowitz is an architect, holds a masters degree in Urbanism from the Catholic University of Campinas, and works in planning and research projects. Joyce Reis Ferreira da Silva is an architect currently working at the Vía Pública Institute in São Paulo. Elisamara de Oliveira Emiliano is a social worker, holds a masters degree in Urbanism from the Catholic University of Campinas, and works in community development for the Municipality of Hortolandia, S.P. Patrícia Lemos Nogueira is an architect, specialized in land market, and works at the Instituto Pólis in São Paulo.

Description
Identifying reasonably priced and well-located land parcels has become one of the most crucial challenges for affordable housing development in Latin America. In Brazil, new land management tools were included in national legislation in order to improve the capacity of local governments to make urbanized land available to the poor. This research project aims to assess the use of these new tools in the cities of the State of São Paulo comparing them with the persistent use of exclusionary zoning in the local urban legislation.

Encontrar terrenos bem localizados e a preços razoáveis é atualmente o principal desafio para o desenvolvimento de habitação social na América Latina. No Brasil, novos instrumentos de regulação urbanística foram introduzidos na legilaàão nacinal a fim de melhorar a capacidade dos governos locais de dar acesso aos pobre a terrenos urbanizados. Este projeto de pesquisa tem como objetivo principal avalair criticamente e de forma comparativa o impacto da aplicação destes novos instrumentos nas cidades do Estado de São Paulo sobre a produção de habitação social, tomando em conta outros fatores tais como disponibilidade de crédito, inversões imobiliarias e a persistencia (ou não) de zonificaàão restritiva na legislação urbanística local..
