Affordable Housing in El Salvador: The Case of Residencial Altavista

Marielos Arlen Marín is an architect and holds a masters degree in urban planning from the Rafael Landivar University in Guatemala. She is a professor and researcher at the Department of Spatial Organization of the Centroamerican University in El Salvador.

Description
Rapid urbanization in El Salvador, particularly in the metropolitan area of San Salvador, presents similar characteristics compared to other metropolitan areas in Latin America whose growth occurs in the main development centers. One example is Residencial Altavista, a private housing development for lower-income families earning between two and four minimum salaries per month. More than 15,000 housing units have been built in the development to date. By choosing the lower income strata of the population as clientele, the developer is targeting a group that has traditionally been ignored by other developers and has thus created a model that is being replicated, albeit on a smaller scale, by other private developers. This research documents the case of Residencial Altavista, aiming at identifying the factors that made this project viable.

La acelerada urbanización experimentada en El Salvador, particularmente en el área metropolitana de San Salvador, no difiere al comportamiento de otras áreas metropolitanas de América Latina, la cuales siguen un patrón de crecimiento en torno a los principales polos de desarrollo. Grandes proyectos urbanos caracterizan a las áreas metropolitanas. Uno de ellos, el Residencial Altavista, es un emprendimiento privado de viviendas populares y desarrollo progresivo emblemático por su volumen de producción de vivienda para segmentos de población entre dos y cuatro salarios mínimos, llegando a construir 15.000 unidades hasta la fecha. La apuesta del urbanizador hacia un segmento de población que tradicionalmente había sido ignorado por otros urbanizadores creó un modelo que ya está siendo replicado en menor escala por otros empresarios. Esta investigación documenta el caso del Residencial Altavista, con el objetivo de identificar los factores que viabilizaron esta intervención.
