Description
The objective of this study is to describe how public entities obtained land for community services (education, health, social work and cultural centers) in Bogota, Colombia, during the years 2002 through 2008. The study analyzes how land acquisition was financed and obtained. The trends observed are analyzed in terms of economic efficiency, procurement methods, and the court cases and debates surrounding the legality of the procedures used to obtain land.

El objetivo de este estudio es describir cómo las entidades públicas de Bogotá obtuvieron suelo para servicios (educación, salud, bienestar social y cultura) durante los años 2002 a 2008. El estudio examina cómo se financiaron tales adquisiciones, qué mecanismos de obtención de suelo se privilegiaron y qué implicaciones tienen las tendencias observadas desde el punto de vista de la eficiencia económica, el tipo de instrumentos utilizados y los debates y juicios de legalidad generados en su utilización.
