Land Acquisition by Government to Support Social Housing and Tenure Legalization Policies: The case of the Metropolitan Area of Buenos Aires, 2003-2008

Juan Ignacio Duarte is an urban planner and a doctoral candidate in social sciences at the National University of Buenos Aires, Argentina. He is also a researcher at INFOHABITAT at the General Sarmiento University in Argentina.

Description
The goal of this study is to characterize and analyze the implications of different modes of procuring land by the government for social housing purposes, employing both qualitative and quantitative methodologies. Aspects studied include the effort invested in terms of time, money and achieved results. A map of land acquisition for social housing in the metropolitan area of Buenos Aires between the years 2003 and 2008 will be developed. Furthermore, various cases will be selected to critically examine the processes involved in procuring the land (administrative process, participating actors, instruments used) and the respective outcomes.

Descripción
Este estudio analiza la adquisición de suelo por parte del Estado (en sus diferentes niveles) para llevar adelante las políticas de construcción de vivienda social y regularización dominial. El trabajo se centra principalmente en el papel que asume cada uno de los niveles y sectores del Estado involucrados, documentando el esfuerzo invertido en términos de costo monetario, tiempo y resultados logrados para cada modalidad de adquisición durante los años 2003-2008. La investigación se basa en el análisis de la adquisición de suelo para tres de los programas implementados en el período, que son los que explican la construcción de casi 37 mil viviendas.
