Overview
The Secretariat of Urban Programs and the National City Training Program (PNCC) of the Ministry of Cities, in partnership with the Lincoln Institute of Land Policy, sponsor the course “Regulation and Implementation of Land Readjustment Operations (Operações Urbanas Consorciadas) and Sale of Building Rights (Outorga Onerosa do Direito de Construir).” This course will have a distant module and an in-class module, the latter in Sao Paulo. The objective of the course is to demonstrate the concepts, guidelines, and alternatives for municipal government to regulate these instruments, according to the social premises of the Statute of the City, in order to promote the social management of land valorization, particularly in the context of significant urban transformations caused, to a large extent, by investment related to large sports events (World Cup 2014, Summer Olympics 2016) and wide-reaching federal programs such as the Housing Program (Minha Casa Minha Vida) and the Growth Acceleration Program (Programa de Aceleração do Crescimento—PAC).

A Secretaria Nacional de Programas Urbanos e o Programa Nacional de Capacitação das Cidades (PNCC), em parceria com o Lincoln Institute of Land Policy promovem o Curso de regulamentação e implementação da Outorga Onerosa do Direito de Construir e de Operações Urbanas Consorciadas. O objetivo do curso, que contará com uma etapa à distância e uma etapa presencial a ser realizada na cidade de São Paulo, é demonstrar conceitos, diretrizes e alternativas para que os municípios regulamentem estes instrumentos de forma alinhada aos preceitos sociais do Estatuto da Cidade e de forma a promover a gestão social da valorização da terra, em especial no contexto das transformações urbanas decorrentes, em grande parte, dos investimentos relacionados aos grandes eventos esportivos (Copa 2014 e Olimpíadas 2016) a programas federais de ampla atuação, como o Programa Minha Casa, Minha Vida e o Programa de Aceleração do Crescimento – PAC.
